The Forciniti Structure Index (FSI) is a 0–100 measure of how much of a hospitality operation is documented and enforced, scored from twelve observable items across four dimensions during one live service, and reported as a profile rather than a single number.
It measures one thing: whether an operation depends on systems or on people. It does not measure food quality, service warmth, guest satisfaction or profitability, and a high score is not a claim that an operation is good — only that it is structured.
Status: instrument v1.0, published August 2026. The index is defined and in use. No FSI distributions have been published, and none will be until minimum sample thresholds are met.
What does the FSI measure?
Operational structure is what remains when talent, motivation and attention are removed. An operation with structure produces a consistent plate on a slow Tuesday and a full Saturday, with the chef present or absent, because the correct action is written, owned and verified. An operation without it produces whatever the people on duty are capable of that day.
That distinction is usually discussed as culture, which makes it unmeasurable. The FSI treats it as a property of the operation instead: a system is either written and enforced or it is not, and both conditions are observable in a single service.
The 12-Point Operational Diagnostic
The FSI is scored from a twelve-item instrument administered during or immediately after one observed live service, in approximately ninety minutes. Each item is scored 0, 1 or 2 against written anchors.
Dimension I — Product Control
Receiving and purchasing control. Is every product received according to written purchasing specifications, verified for quantity, quality and temperature, and documented before entering inventory?
Inventory and product accountability. Are inventory, storage, pars, FIFO rotation, labelling and product ownership consistently controlled and documented?
Dimension II — Production Discipline
Forecasting and production planning. Is daily production based on written forecasts, reservations, historical demand, banquet commitments and current inventory levels?
Standard recipes and yield control. Do core menu items have standardised recipes, yields, portions, plating standards and documented production procedures?
Mise en place and station readiness. Before service begins, is every station fully prepared, organised, stocked, labelled and capable of executing without interruption?
Dimension III — Execution and Handoff
Station ownership and accountability. Does every station have one clearly accountable person responsible for set-up, execution, replenishment, cleanliness and closing?
Service execution and quality control. Is there a documented quality control process ensuring accuracy, presentation, timing, temperature and consistency during service?
Shift handoff and operational communication. Is there a formal written AM-to-PM handoff documenting production status, prep completion, shortages, equipment issues, staffing concerns and 86 items?
Dimension IV — Leadership and Structure
Leadership and daily management system. Does culinary leadership operate with structured daily meetings, leadership logs, inspections, corrective actions, follow-up and measurable accountability?
Operational standards and SOP compliance. Are critical operating procedures documented, accessible, regularly trained, audited and consistently enforced across every shift?
Performance measurement and continuous improvement. Are operational KPIs reviewed regularly and used to drive decisions?
Organisational structure and operational alignment. Are roles, staffing levels, reporting relationships, purchasing, production, stewarding, engineering and service aligned under one integrated operational system capable of supporting the business volume and concept?
Dimensions carry unequal item counts. Each subscore normalises within itself, so they remain comparable.
How is the FSI scored?
Each of the twelve items bundles several conditions. Left unresolved, that forces the assessor to average mentally, which reintroduces exactly the judgement the instrument exists to remove. One anchor rule governs all twelve.

Ambiguity resolves downward. If a 2 cannot be evidenced, it is a 1. If a 1 cannot be evidenced, it is a 0. Scoring down under uncertainty is what keeps the instrument honest: the alternative inflates precisely the findings that flatter the assessor.
Raw score is the sum of the twelve items, range 0–24. FSI is the raw score divided by 24, times 100. Each dimension score is the dimension sum divided by twice its item count, times 100.
What evidence is required?
Each item has a written evidence rule stating what must be physically observed. Two worked examples.
Item 8, shift handoff. A score of 2 requires a dated written handoff record for at least 5 of the last 7 operating days, at a fixed time, covering production status, shortages, equipment and 86s. A handoff that happens verbally at a consistent time scores 1. No structured handoff scores 0.
Item 5, mise en place. A score of 2 requires written par quantities per item per station, in weight or count, physically present at the station, with the observed set-up matching the written standard. Stations that are organised to an unwritten standard score 1, because readiness then depends on who set up.
Where a dimension does not apply — no banquets, no in-room dining — the item is recorded as not applicable and excluded from the denominator rather than scored 0.
How should a score be interpreted?

The profile matters more than the total
Two operations can score an identical FSI and require opposite interventions. Consider:

Operation A buys and preps well and collapses at the pass and in leadership: the product is under control and nothing downstream is owned. Operation B runs a disciplined service on top of chaotic sourcing and prep: it survives on the floor and bleeds margin behind it. The same number, two different businesses. An FSI reported without its four dimension scores is close to useless, and is not how the index is intended to be used.
What are the limitations?
It is a snapshot. One service, on one day. An operation can be observed on an unrepresentative night in either direction.
It measures structure, not outcomes. A well-structured operation can still serve food nobody wants. The FSI makes no claim about quality, concept or commercial performance.
Single-assessor scoring. The anchors and the score-down rule reduce assessor variance but do not eliminate it. No inter-rater reliability study has been conducted, and none is claimed.
Unvalidated against outcomes. Whether FSI predicts stabilisation time, cost performance or turnover is an open question the dataset is designed to answer. It has not been answered yet, and any claim that a higher FSI produces better results would be unsupported today.
Scale, not ratio. An FSI of 60 is not "twice as structured" as 30. The bands, not the arithmetic difference, carry the meaning.
Publication rules
An individual property's FSI is never published.
No distribution is published below N = 12 observed assessments.
Every published figure states the instrument version and the evidence grade of the records behind it.
Scope is stated in the same sentence as the figure: among operations that engaged an advisory review — never "in the industry".
Changing an anchor creates a new instrument version. It does not edit the previous one, and existing scores keep pointing at the version under which they were taken.
Frequently asked questions
Is a high FSI the goal for every operation?
No. The useful target is the band that matches the operation's volume, complexity and turnover exposure. A small owner-operated restaurant with a stable team may run well at Documented. A multi-outlet hotel with banquet volume and high staff turnover cannot.
Can an operation score itself?
The instrument is designed for observation during live service by someone applying the written anchors. Self-assessment is possible and useful as a diagnostic, but self-reported scores are recorded as a separate data series and are never combined with observed scores in any published figure.
How long does scoring take?
Approximately ninety minutes, during or immediately after one observed service. It is not scored from an interview or from documents alone, because systems that exist on paper and fail under pressure are indistinguishable from working systems in a meeting room.
Does the FSI predict financial performance?
Unknown. That is one of the questions the underlying dataset is designed to test, and it has not been tested. No such claim is made.
Why twelve items rather than more?
Because the instrument must be completable during a single service without the assessor stopping the operation. Twelve observable items scored against written anchors produce a more reproducible result than forty items scored hastily.
